Windward Vision Center Kailua was established in 1983. The practice has grown into a premier office for eye care service to patients of all ages. Dr. Kari Chang-Moses
Dr. Chang-Moses joined Windward Vision Center in 2003. She is active professionally and is a member of the American Optometric Association and the Hawaii Optometric Association.

Dr. Matsuda joined Dr. Robert Chang and Dr. Milton Kobayashi in 1983 and became an immediate partner.
